Trickle down is term of political jargon that refer to the policy of providing tax exemption, reduction or other benefits to businesses and rich individuals in the belief that this will indirectly benefit the majority population. This idea has been attributed to humorist Will Rogers, who said during Great Depression that ‘money was all appropriated for the top in hopes that it would trickle-down to the needy”. Trickle down was not invented in the 1970s. Jawaharlal Nehru once used this term- and he may have been the first to do so in an economic context- in paraphrasing one facet of the Hobson-Lenin theory of imperialism. In a published article in 1933, he said that “the exploitation of India and other countries brought so much to England that some of it trickled down to the working class and their standard of living rose. Proponents of this policy claim that if the rich people get tax cut them will save more. As a result there will be more investment in infrastructure and capital markets. This investment will create employment opportunities and economic activities and standard of living will increase.
